BURNT STORE ISLES ASSOCIATION, INC. Present: Chick Petrosino, Joe Sabatino, Jim Townsend, Bob Fitzsimmons, Tom Murphy, Bob Semer, Laura Felmore, Claire Phelen. Chick called the meeting to order at 8:30 AM. Minutes of the May BOD meeting were accepted as presented. Chick's activities for the month were limited. He was happy that Carolyn, Joe and he had gotten the letters prepared in a timely manner. The disappointment is that they have not as yet come back from Wotitzky as promised. Chick will go to speak to him today. One of the main interests is HOW to mail the documents, in a cost- effective manner. Dick Keen was most timely in getting the information to us for getting the mailing addresses. Bob Fitzsimmons is concerned about the price that we are paying to the lawyers and that we should be trying to know what we will pay (ask for price not to exceed). Joe reports that he is upset that there are complaints coming in that
are not signed. He feels that we need a policy concerning this. We must
also decide if we are going to give the name of the complainant. Some
complaints come from non-members. How do we handle this? Bob Semer feels
that we must look at the protecting of the deed restrictions not the membership
fee. We should at least know whether the person lives in BSI. In an attempt
to push membership, Jim thinks that we should inform the owners of BSI
properties about all that the board does. When people complain they often
do not want their name mentioned. Joe feels that we must provide the name
of the complainant. Bob Semer feels that when there is a complaint the
board is the complainant. Chick feels that if a complaint is sent in on
our form it should be considered most important. When we handle this we
would give the complainant's name if it were requested. Chick asked Joe
to compose a letter to present to the whole board next month. A letter
dated May 16, 2006 received by several members of the board was read.
Tom Murphy's future home is the subject of the letter. The roof tiles
have been delivered to the site and the house is not started as yet (permit
has been issued). Randy Wright has stated that the tiles may remain since
there is a permit. The builder will not move the tiles. The tiles represent
a hazard if the weather becomes very bad. He is trying to get the tiles
removed. Tom has contacted a lawyer because he is unhappy that his tiles
have been delivered. He is trying to be a good neighbor, he reacted to
this situation before the letter was ever written and has received no
special favors from the board. Bob Semer said that when he got complaints
he would go out and research the situation before he reacted to it. Jim
feels that we should have some contact among the board members before
we react to complaints. Joe will write up the ideas and get it to Terry
and Jeff to finalize. Tom feels that the Community Standards person should
be the person to handle complaints initially. Tom reviewed the Treasurer's Report. We need to be cautious with our spending. All of us on the board should be pushing membership and also ads for the newsletter. Joe asked if Jeff has gotten any further with the communications/volunteer group. Tom asked about sending the check for the landscaping on Madrid and Tripoli. We will take photos of the presentation of the check for the newsletter. There has been fill dirt put in on Madrid and truckers are using this as a parking area. Perhaps we can get no parking signs put up there. Our radio check will be Monday June 12th. The Web Site is being worked on and is moving along very nicely. We have a bulletin board that is functioning. All of our forms will be available on the web site - complaints, membership etc. There will be some small expenses in the next month for the updating of the site. Discussion followed about various pieces of information to be placed on the site. We would like to have a joint meeting with BSIA, Twin Isles Country Club and BSIBC. Joe discussed a light coffee get together. We received a letter from Les Totten that he has completed the audit. He had a few suggestions for procedures for the future. We have cut our expenses and must be very careful about expenditures. This was our year that we had planned to use our landscape fund so we are not surprised about that. Chick asked whether we as an association have ever done fund raising events - bingo, etc. Tom mentioned that some communities actually charge for approval of plans. We have previously thought about having some coupons from the community businesses to give with our membership to give it more value. The list of the volunteers should be culled and each BOD member should have a few folks to help them. Bob Fitzsimmons feels that this is a great way to contact people. The list needs to be called and spoken to person to person. The board needs to be in contact with the membership so that we become a more cohesive group. Chick asked about the volunteer committee and where it stands. Joe commented that there is only one new volunteer as far as he knows. We will suggest that the board will help Jeff to contact those who said that they would help. Joe volunteered to have a breakfast at his home for the new members. We must begin to really cultivate the new members as a solid group. Bob Fitzsimmons will get in contact with the new members to try to plan the breakfast. Jim discussed the idea of a Welcome Wagon here in BSI. The board went into executive session to deliberate on a matter concerning a property on Tripoli. This matter will be on the agenda of an upcoming city council meeting. Chick reported on a discussion with Dennis Murphy relating to dirt piling up on Madrid and cars parked on the right of way. Mr. Murphy explained that this has been discussed at council meetings but remains unresolved. The dirt area is to have sod put down. We must create a Nominating Committee. Their job needs to be done in the summer. Joe feels that we need to keep the new members involved. They are our source for "new blood" for the board and committees. Chick says that we do not have a procedure for knowing when new people are coming into the community. The Title Company is supposed to give a copy of our deed restrictions to the buyers of any properties in the community. Chick and Joe will create a document to get to realtors, builders, and title companies to be in touch with so that we get this information. Bob Fitzsimmons said that all of his information is in his report that was sent. There are 35 people who did not renew this year because they have their houses up for sale. Jim reported on the Neighborhood Watch Program. He has trouble getting people involved. He has one couple who is super involved. The wife is very proactive and Jim thinks that she would be a good person to head the NWP volunteer group. This woman suggested a flyer to tell people about the program. Everyone agreed that this is a good idea. The flyers can be placed in the journal for the people to given out as they patrol. The idea of parking a signed vehicle at the Monaco entrance was suggested. Jim will send notes to the members of the neighborhood watch so that they are up to date on what is happening. Duke Ducasse would like delineators put on the vacant lot next to his home. We are going to tell Duke to check with the police. Jim will suggest to Duke that he speak to Mr. Persico, the owner of the lot, about getting signs put up. Joe suggests that we get in touch with Mr. Persico to come and speak to the BOD about his future plans for his tract of land. Joe says that trespassing on vacant lots is a major problem. Jim reports that the police will not go onto a vacant lot to chase people unless the lot is posted. We should have a uniform policy about vacant lots. Jim and Joe would like us to have a better give and take with the police department. Jim suggests that we have a speaker come that office to give us some input. Chick is worried about all of the traffic on the private road that goes next to the maintenance shed of TICC, people drive very fast and it is quite dangerous. He has called the police about it. John Gioia reports that the construction mess is being cleaned up quite well. The model of the BSI Villas is being used to resell the homes. The Villa Grandes are all sold and the concern is that Mr. Fraschett is conducting real estate business in the model. We don't think that there was a time frame on models. We need Carolyn to check the past minutes for information on the model home program tenure (Bill said that he feels that this started during his term of office). Chick will ask John and Terry to look into this situation by checking with all of the builders that have models here in BSI. Claire had nothing new to report. Dave Phelen's email to Chick about the house on Andora was discussed. Bob Semer spoke to Randy Wright about this and he said that he is on it. The concern is that there is business going in the house and possibly that he is housing some of his workers there. We will wait and see and follow up later. Parking is a major problem with this house. The Architectural Review Committee is under way. Joe and Chick spoke to the owner at 687 Monaco Drive. She was pleasant and has resolved some of the problems with the neighbors Joe reported that he has nothing new on the LDRs. The open house signs program is doing well. The committee will finish out the month. Bob Semer reports that the entrances are complete except for the curbing. John Jokerst has submitted an idea for the lighted boat parade. He is trying to get the canals dredged so that all of the big boats can make the canals. According to Tom the Macedonia canal was dredged and is fine. When John Jokerst gets the program for the parade set we will help to advertise for him. Chick received a letter from Carol Kebrdle about her water problems. The city has been involved. She would like to see a final action taken rather than a fix that doesn't last. Bob Semer and Joe are on the utilities advisory and they will look into the situation. There are openings on the board of zoning appeals and several people feel that John Gioia's name should be entered as a candidate. There is going to be another underground utilities survey conducted. Dave Phelen will come to meetings when we feel that we need him. Joe suggested that Dave's emails are most helpful. Respectfully submitted,
